Born in Wilmington, Delaware, Vince graduated high honors from the University of Delaware in 1986 with a Bachelor of Arts degree and memberships in the academic societies of Phi Beta Kappa and Phi Sigma Tau. He then was a Presidential Scholar at Washington and Lee University, graduating in 1989 with his Juris Doctor degree. He was also a member of the Washington and Lee Law Review.

Vince was admitted to practice in the Delaware and U.S. District Court, District of Delaware in 1989. In 1990, he was admitted to the U.S. Court of Appeals, Third Circuit, and the U.S. Supreme Court, and in 1991, to the U.S. Court of Appeals, Federal Circuit. Then, in 1998, he was admitted to the U.S. Supreme Court. Vince is a member of the Delaware State and American Bar Associations as well as the Association of Trial Lawyers of America.

Vince provides Beverly L. Bove, Attorney at Law representation exclusively to injured persons. He actively participates in all aspects of personal injury litigation and in the resolution of insurance company disputes.
